Jennifer Barrow is the 2019-2020 Fellow assigned to the United States Sentencing Commission, the agency responsible for establishment of sentencing policies and practices for the federal courts. Ms. Barrow joins the Supreme Court Fellows Program from the United States Court of Appeals for the Second Circuit, where she clerked for the Honorable Ralph K. Winter. Ms. Barrow earned a B.S. in the American Legal System from USMA and a J.D. from Harvard Law School, where she was a Senior Editor of the National Security Journal and of the Journal of Law and Public Policy. Prior to law school, Ms. Barrow served tours in Afghanistan and Iraq. She attained the rank of Captain and was awarded a Bronze Star.
